Literacy is the key to educational success for any child and it’s the school’s responsibility to ensure everyone receives the proper equal opportunity of learning. Fitzgerald (2011) states how more than 30 million adults in the United States demonstrate a noticeable deficiency in literacy skills that impede their ability to become productive employees. Many factors can attribute to this educational deficit; however, one of the most significant reasons could be the lack of proper programs implemented to educate the fast growing population of ELLs (English Language Learners) in effective programs that will lead to proficient literacy skills. Therefore, it is imperative for schools to seek all avenues in effective programs to render adequate services that meet the needs of all their respective student populations. In the United States alone, there is a high population of growing ELLs almost in every school setting. For this reason, it is important for them to understand the most effective practices and bilingual education programs that will help their ELLs reach literacy to obtain academic achievement which leads to more prepared citizens of society.
